And it is backed by actual agreements, not diplomatic vibes.
Here is the real story almost nobody has understood yet.
1. India and Russia signed a formal skilled migration framework
This visit produced three major documents:

ЁЯУД Agreement on Temporary Labour Activities
ЁЯУД Agreement on Combating Irregular Migration
Officials confirmed these agreements “establish a framework for movement of skilled Indian workers to Russia.”
